Syphon Reservoir Access Road Improvement Project
Irvine Ranch Water District (District) contractors will be constructing an access road to Syphon Reservoir from Sand Canyon Avenue to bypass the current access point requiring passage through the Crean Lutheran High School Athletic Complex.
The new road will start at the north end of Sand Canyon Avenue at its intersection with Portola Parkway, (indicated by the red star above), and follow the general contours of an existing dirt road that will be graded to eliminate steep grades and narrow passages, and paved for safety.
The project calls for about six to eight months of actual construction activity, most of which will occur on District property north of Portola. Some intersection roadwork will also occur at various points within the project’s yearlong timeframe.
Staff has worked with Crean Lutheran High School and the City of Irvine to ensure the safety of students and pedestrians walking by the construction site, and motorists and bicyclists traveling in the area. Concrete barriers will be set up to separate students and pedestrians from traffic, and flaggers will be used to supervise traffic when needed. The westbound bicycle lane on Portola Parkway, passing the starred construction area, is expected to remain open at all times.
What: Construction of an access road to the reservoir off Sand Canyon Avenue, along with associated intersection improvements.
Construction period: Late 2023 to late 2024
Construction hours: Monday through Friday, 9 a.m. to 3 p.m. in public right of ways; 7:30 a.m. to 4 p.m. within District property.
