• A pumping surcharge is added for customers in locations that cause IRWD to incur additional pumping costs to supply their water.
• The surcharge is based on the actual prevailing energy costs and varies depending upon the cost to pump water to the area served.
• In 2023, IRWD completed a pumping surcharge cost-of-service study, resulting in changes to pumping surcharge areas and costs for some customers.

IRWD’s rate structure is site specific, taking into consideration production needs, number of employees, water use efficiency practices and irrigation needs.

Many properties have separate water meters for indoor use and outdoor landscaping – in these cases, the budgets are handled separately.

Commercial, industrial, public authority and institutional water budgets are referred to as a base index.

The base index is determined from actual historical water usage for each individual customer.

The monthly water bill is calculated by comparing actual usage with the base index.

When a business grows, adds more employees, increases manufacturing output or serves more customers, customers may request a base index evaluation for possible adjustment of the base index.

Public authorities, such as cities, school districts, and other federal, state, and local public entities within IRWD’s service area, are charged for their fair share of IRWD’s services, generally under the commercial/industrial category. Their allocations are set accordingly.
