Temporary Construction Meters application process
HYDRANT CONSTRUCTION / FLUSHING CONSTRUCTION METERS
Temporary Construction Meters (TCM) are for water use on construction projects. Please check FAQ below or email plancheck@IRWD.com for more information.
STEP 1: Download TCM Application
STEP 2: Deliver printed application for review and approval to Development Services:

STEP 3: Submit processed application and check deposit to the Customer Service Counter for account setup and meter installation coordination. Please note the lead time of one (1) business day. Meter cannot be transferred to other companies or developers. Company Tax I.D. is required on application.

REMINDERS
As of July 2024, all hydrant construction meters shall require a backflow device.
Floating meters are no longer permitted.

Temporary Construction Meter FAQ
Why have the TCM backflow requirement changed?+
As of 7/1/2024, State Water Resources Control Board requires all domestic meters for construction use in California to be fitted with a backflow prevention device.

What is the process for damage to a TCM, and does it get taken from the deposit or invoice?+
If you have a TCM installed before 7/1/24, you will now need to install a backflow device and certified ASAP. IRWD staff has notified these customers and failure to do so may result in the meter being locked off until it’s in compliance with state regulations.
Can the application be processed online?+
No, TCM applications cannot be processed online or over the phone; hand deliver TCM application with deposit check to IRWD Sand Canyon office. (Please note our office hours.)
Can I install a TCM on a red hydrant?+
If you have a red hydrant, you will need to submit a letter of authorization from the owner along with your temporary meter application before we can set the meter.
My hydrant is purple. What does that mean?+
If you have a purple hydrant, this means the water is recycled water and you do not need a backflow prevention device or letter of authorization to use it. TCM rates for recycled water is lower than domestic water.
What is the turnaround time/processing time for TCM?+
We can place/move a TCM as soon as the next business day. Please allow one (1) business days’ notice for all initial sets and moves of TCMs.
Does the deposit for the temporary construction meter need to be made by check?+
Yes, the deposit must be made using a business check, and the name on the check must match the name on the application.
Can I have a floating meter?+
We no longer provide customer-movable (floating) meters. Once meters are placed, they can only be moved by IRWD staff to new hydrants free of charge.
How do I request a TCM Transfer (move an existing TCM)?+
If you have a TCM and you would like to have it moved to a new location, you can call customer service at (949) 453-5300 and request a move to a new location; you do not need to apply for a new meter (PLEASE NOTE: you will need to recertify your backflow device).
What are the rates and charges for a Temporary Construction Meter?+
You do not need a backflow prevention device on a recycled water hydrant, and we suggest if a recycled water hydrant is available that you apply for the meter to be placed on that hydrant.
