Rates and Charges

In addition to water service, IRWD provides sewage collection and treatment services to most of our service area. We capture wastewater and reuse it through our innovative water recycling program.

Here is an "at a glance" view of sewer rates. Complete rate information is available in the IRWD Rates and Charges document, adopted by the IRWD Board in June 2011.

Residential Sewer Rates

Single Family Residence

Average Monthly Water Use	Service Charge Per Month
Over 1,000 cubic feet	100% rate = $16.90 per unit
501 - 1,00 cubic feet 5.01 - 10.0 ccf	90% rate = $15.25 per unit
0 - 500 cubic feet 0 - 5.0 ccf	75% rate = $12.70 per unit

Newly established residential accounts are charged a sewer rate of $16.90 per month. Water usage is reviewed each year on December 31 and when an account has established a 12-month history, sewer rates are adjusted accordingly. As a result, customers who use low volumes of water are charged lower sewer rates.

A portion of Newport Coast pays $6.10 per month for sewer collection fees. Portola Hills customers pay $16.90 per month for sewer collection fees. Customers in certain parts of the IRWD service area are on septic tanks or receive sewer service from another agency and therefore do not pay a sewer charge on their IRWD bill.

Multiple Family Dwelling Units

The monthly service charge is $12.70 per unit. Multiple family dwelling units with individual meters are billed at the single family dwelling unit rate.

Non-Residential Sewer Rates

Class II (customers who discharge domestic strength wastewater)

Commercial, industrial and institutional users whose consumption is in excess of 10 ccf per month*

Service charge - $16.90
Quantity charge - $1.94/ccf

* To qualify for this rate, a customer usage history based upon actual water meter reading is not greater than 120 ccf in a full calendar year.

Commercial, industrial and institutional users whose consumption is in excess of 10 ccf per month

Service charge - $16.90 + $1.72 = $18.62
Quantity charge - $2.00/ccf
Commodity charge + $0.093/ccf = $2.093/ccf

Portola Hills customers

Service Charge - $16.90
Quantity Charge - $1.90/ccf

Class I

Non-residential and Class II customers who discharge extra-strength wastewater or who discharge or have the potential to discharge constituents subject to federal, state or local discharge limitations are subject to Class I rates and charges.
