Project Overview and Background 

IRWD has two wells located on Mitchell Avenue in the City of Tustin, which were originally constructed in 1992 but are not providing water to the District's drinking water system at this time. As California continues to experience water shortages, finding additional sources remains important.

IRWD plans to connect these wells to our drinking water system. In order to connect these wells, four pipelines will also be constructed.  When connected, the water from these wells will be treated at a new treatment facility, located off Edinger Avenue in the City of Tustin. 

 

What's Going On Now

Week of May 14, 2012

Punch list work continued on Newport Avenue.  Removal of shoring at the Redhill jack and bore pits continued.  The pipeline near the Orange County Flood Control access road (Jamboree/Edinger) was installed and tied into the existing pipeline in Harvard Avenue.  Work at the Santa Fe Channel jack and bore site was halted when the boring equipment encountered refusal.  Investigation from within the casing found a conflict with a an existing utility.  IRWD is evaluating options.  At the Orange County Flood Control District's Peters Canyon Wash, crews worked on punch list items requested by OCFCD.

Liner work continues at Well 21.  Redevelopment testing will begin at Well 21, immediately at the conclusion on the liner work.  SCE continued electrical work at the Well 22 vault while crews completed various miscellaneous site improvements.  The grading activities continued and the driveway was completed, and the sewer manhole was installed.

The treatment plant on Edinger Avenue is approximately 75% completed, with the majority of the building work and larger diameter yard piping constructed.  The remaining work consists of the exterior facilities (chemical area), and miscellaneous site work.  IRWD plans to install an eight-foot wrought iron fence at the back of the site.  Drought resistance landscaping similar to surrounding businesses will be installed in the front of the site.

Week of May 7, 2012

Crews continued with punch list items on Newport Avenue.  At the Redhill Avenue/Edinger Avenue jack and bore, crews began removing the shoring from the jacking pit.  The pipeline installation near the Orange County Flood Control Channel near Jamboree continued and crews are within 100 feet from the Harvard Avenue/Edinger Avenue intersection.  Work at the Santa Fe Channel jack and bore operation slowed due to conflicts with existing utilities. 

Work at the two wells on Mitchell Avenue continued as crews installed patches to the Well 21's liner.  At Well 22, located on Mitchell near Carfax, concrete was installed for the new rolling gate.

Week of April 30, 2012

Continued working on punch list items on the Newport Avenue section of the overall project.  The jack and bore acress the Edinger/Redhill intersection was completed and work commenced on bringing the pipeline segments on either side of bore up to tie-into the adjoining pipeline sections.  Excavation for the jack and bore pits at the Santa Fe Channel crossing on Edinger Avenue continued and the boring company began installing the casing.  Casing installation slowed mid-week as crews encountered very hard soils.  Pipeline installation continued on the east side of Peter's Canyon Wash and progressed towards Edinger.  Work at the Peter's Canyon Wash site is planned through mid-May.   The overall schedule shows the entire project complete at late May/early June.

Crews completed the airlifting and prepped for the well development operations at Well 21, located on Mitchell Avenue/near Debusk Avenue.  Grading activities progressed at Well 22, located on Mitchell Avenue/near Carfax Avenue, in preparation for well liner rehabilitation.  Electrical conduit work in the well's vault continued.

Week of April 23, 2012

Crews worked on punch list items along the Newport Avenue section of the project.  At the Edinger Avenue/Redhill Avenue jack and bore site, crews completed the installation of the 42-inch pipeline into the casing.  At week's end more than 9600 feet of 42-inch pipeline was installed.  Crews successfully tied-in the pipe at Edinger Avenue/Harvard Avenue intersection into the 42-inch pipeline in Harvard Avenue.  Work continued on the 24-inch pipeline in Edinger Avenue.  Crews completed the mainline installation adjacent to the Tustin Metrolink Station and from the west side of Peters Canyon Channel.  Base paving still needs to be completed in areas and is scheduled in the upcoming weeks. 

Rehabilitation work at Wells 21 and 22 on Mitchell Avenue continued.

Week of April 16, 2012

The jack and bore crossing and pipe placement at Redhill/Edinger was completed.  The drillers planned to demobilize at week's end.  The excavation of the jack and bore pits at the Orange County Flood Control Channel crossing at Edinger began this week, and this works requires closing two lanes of westbound Edinger Avenue traffic for the next several weeks.  The night work on Edinger Avenue is nearing completion.  Work on the access road from the Orange County Flood Control's Peters Canyon Wash towards Harvard Avenue is planned for next week. 

The emergency generator was installed at the treatment facility on Edinger Avenue.  Crews also worked on installing the on-site water and waste water piping.

The liner pipe was placed at Well 21, located at Mitchell Avenue and Debusk.  Crews began to prepare for the air lifting operation at this location.  Twelve days of airlifting was scheduled to begin at week's end.  At Well 22 (Mitchell and Carfax), a new masonry wall was installed at the north or back end of the site.  Crews completed the underground electrical and water utilities and progressed with fine grading activities.

Week of April 9, 2012

Work on Edinger Avenue continued.  At week's end crews nearly completed the pipeline casing installation as a part of the boring operations at Edinger/Redhill intersection.  At the conclusion of casing installation, crews will then begin to push the new pipeline through this casing.  Completion of the pipeline installation into the casing is expected next week.  Final paving was completed on Newport Boulevard, and School Lane.  Paving on westbound Edinger Avenue, near the IRWD treatment facility, as well as eastbound Edinger Avenue, near Redhill, were planned.

Well rehabilitation at Well 21 (Mitchell Avenue/Debusk) continued with crews installing the well liner. 

Week of April 2, 2012

Crews worked on curb and gutter replacement on Newport Avenue and the Tustin Unified School District drive entrance on School Lane this week during the spring break.  The boring operations on Edinger near Redhill began this week.  Work at this site is planned through this month.  The night-time work on Edinger continued. 

Several concurrent construction activities occurred at the treatment plant including site preparation for the chemical area, emergency generator installation, and electrical/instrumentation wiring installation.

Week of March 26, 2012

The jack and bore operation at the Redhill Avenue/Edinger Avenue intersection continued this week as crews completed the boring pit.  The boring contractor, Golden West, planned to mobilize at late week and begin the tunneling operation.  Tunneling work is planned through late April.  The night work on Edinger Avenue continued with crews trenching and installing pipe through the Jamboree Road intersection moving towards the Metrolink station.  The night work is planned through mid-April.  In addition to the night time work, day time work continued on Edinger Avenue.  Crews continued installing pipe on Edinger Avenue west of Kensington.

IRWD was notified the Southern California Edison work on Newport Avenue was completed, so crews have been scheduled to install the Newport Avenue curb and gutter next week.  IRWD also scheduled the final paving of the Tustin Unified School District entrance on School Lane for next week, which takes advantage of the week long spring break.

Crews demobilized equipment and materials from Well 21 (Mitchell Avenue/Debusk) and transferred them to Well 22 (Mitchell Avenue/Carfax).  Crews completed the excavation of the new perimeter wall at the north end of the property. 

Week of March 19, 2012

Crews began night work this week on Edinger Avenue between Peter's Canyon Channel and the Metrolink Station.  Crews worked from 9:00 p.m. to 5:00 a.m. and work will continue for the next month.  The water pipeline installation resumed at the Peter's Canyon Channel wash access road and this will connect to work occurring in Edinger Avenue.  The pipe installation activities at the treatment plant near Del Amo/Edinger intersection was completed last week and crews have mobilized to begin the Redhill jack and bore crossing this week.  The remaining work on Newport Avenue, including paving and curb/gutter replacement, will occur after Southern California Edison completes it work in this area.  Paving of the Tustin Unified School District driveway has been scheduled for the first week of April, during spring break.

Work continued on the two wells off Mitchell Avenue.  At Well 21 (Mitchell/Debusk), crews installed and tested a new valve and electrical conduit installation in the vault continued.  The electrical transformer pad was placed and the electrical gear was being installed.  At Well 22 (Mitchell/Carfax), discharge yard piping was installed and mechanical work inside the vault also progressed.  Portions of the existing casing at both well sites require additional rehabilitation work.  This work is planned for April and it is expected to take six weeks at each site.

Week of March 12, 2012

All connection work to the Orange County Sanitation District's sewer line has been completed.  Final paving is still needed and will be scheduled in the near future. Work continued eastbound on Edinger with crews getting past Park Loops Drive. The night work planned for Edinger, near Jamboree Rd. was delayed a day due to weather. Night work begins March 19 and will occur between 9:00 p.m. to 5:00 a.m. It is expected to take four weeks to complete this work. The jack and bore at Redhill/Edinger intersection continued. Crews returned to Peters Canyon area and began installing the pipe in the access road moving towards Edinger Avenue.

Week of March 5, 2012

Crew mobilized and began the jack and bore pits at the Edinger Avenue/Redhill Avenue intersection.  Work at this location is expected for the next month.  The two crews continued installing the new 24-inch pipe in Edinger Avenue.  The grind and cap paving occurred on School Lane, Mitchell Avenue, and Newport Avenue.  A portion of the pavement on Newport Avenue between Walnut and Mitchell Avenues was postponed for a few weeks at the City of Tustin's request while Southern California Edison completes some unrelated underground work on Newport Avenue in that area.  Crews returned to Peters Canyon Wash near Jamboree Road at the end of the week to complete the ingress/egress pipe to Edinger Avenue.  Night work on Edinger Avenue from the Metrolink Station to the Jamboree/Edinger intersection is planned to begin March 18.  Nigth work will occur from 9:00 p.m. to 5:00 a.m. and it is expected to take three weeks to complete.

At the treatment plant, crews completed the jack and bore for the storm drain line to the Santa Fe Channel.  With the boring completed, the underground piping between the main plant building and the chemical treatment area will begin.

The work at the two wells on Mitchell Avenue continued as crews hydrotested Well 21 (Mitchell/Debusk).  Small leakage was seen so the valve was removed and sent back to the factory for reassembly.  Buried electrical conduit installation continued, and rough site grading has started.  At Well 22, the shoring was removed and the site was backfilled.  Crews plan to replace the north wall at this well site in the forthcoming weeks.  Well rehabiliation work will recommence in the coming month.  The rehabilitation work includes replacing a portion of the casing at each well site.  The current schedule shows total project completion in August 2012.

Week of February 27, 2012

The 24-inch pipeline installation continued on both east bound and west bound Edinger Avenue.  Both segments installed thus far were videoed this week and all joints and pipe passed inspection.  At week's end crews planned to pave Mitchell Avenue, Sycamore Avenue, and School Lane.  Stripping of these areas was scheduled to follow.  The jack and bore on Redhill Avenue/Edinger Avenue intersection is planned to begin next week.  Night work on Edinger Avenue is planned to begin March 19. 

Hydrostatic tests on Well 21 (Mitchell Avenue/Debusk) were performed and held test for two hours without leakage.  Southern CA Edison (SCE) was on site installing electrical conduit from the vault to the transformer.  All of the interior vault shoring at Well 22 (Mitchell Avenue/Carfax) were removed.

Week of February 20, 2012

The 24-inch pipeline installation on Edinger Avenue continued with two crews working both a westerly and easterly front.  Crews will continue to work towards the Red Hill intersection.  Excavation of the next jack and bore at Redhill Avenue/Edinger Avenue intersection is expected to start next week.  Although the shoring at the Orange County Flood Control's Peters Canyon Channel has been completely removed, work will still occur through April as the pipe is installed in the access road out into Edinger Avenue.  The Orange County Sanitation District's interconnection work at Redhill Avenue/railroad tracks was completed.  In order to alleviate traffic impacts on the Edinger/Jamboree intersection, night work will be conducted beginning mid-March.  It is expected to take three weeks to complete the night work.  Work hours for this portion are 9:00 p.m. to 5:00 a.m., Monday through Friday.

Yard discharge piping was installed at Well 21, located on Debusk Avenue, near Mitchell Avenue.  At Well 22, on Mitchell Avenue near Carfax Avenue, the well's concrete deck was placed and the wall forms were under construction.  Crews intend to replace the Well 22 north perimeter wall in the next month.

Week of February 13, 2012

Two crews continued installing the new pipeline on Edinger Avenue.  One crew is heading from the treatment plant on Edinger Avenue towards Redhill Avenue intersection, while the second crew is working from the Metrolink Station towards Redhill Avenue.  These two crews will continue working on Edinger for the next two months.  A third crew continues to remove the shoring used to install the new pipeline under the Orange County Flood Control's Peters Canyon Channel, near Jamboree/Edinger Avenue intersection.  Work will continue at Peters Canyon Channel for the next few weeks.

The crew working at the two well sites on Mitchell Avenue continued with the two wells' vaults.  In addition to the vault work, drainage piping was also in progress.

Work progressed on the new treatment plant, currently under construction on Edinger Avenue near the Del Amo intersection, with electrical crews installing conduit, wall receptacles and switches.  New interior fixtures and water pumps were coated and painted this week.

Week of February 6, 2012

The 24-inch pipeline crossing Edinger Avenue into the the new disinfection treatment facility, currently under construction on Edinger, was completed.  Tie-in into the facility is expected next week.  Two crews are now currently working on Edinger Avenue.  On crew is working from the treatment plant towards Redhill Avenue.  The second crew begins near the Metrolink train station and moves towards Redhill Avenue.  Work will continue on Edinger Avenue through April.  Crews completed the Orange County Sanitation District's sewer interconnection work at Edinger/Redhill Avenue near the train tracks.

Work at the treatment plant continued with all three reverse osmosis installed.  The on-site electrical panels were installed into their final positions in the electrical room.  All interior doors have been installed and painted.

The work on the two wells on Mitchell Avenue continued with crews working concurrently on both sites.  The majority of the work consisted on working on each well's vault.  No well rehabilitation work occurred this week.

Week of January 30, 2012

A crew installed a meter at each of the two wells on Mitchell Avenue.  A second crew continued removing the shoring from both the jacking site and boring site at the Peters Canyon Channel.  The shoring has been removed up to 20 feet with an additional 20 feet remaining.  Removal work on both sides of the Channel will continue for the next two weeks.   Pipeline installation across Edinger Avenue continued and paving was planned at week's end.  An air vac was also installed on Edinger Avenue.  Two manholes were constructed this week: one near Edinger/Redhill intersection and the other on Newport Avenue/Mitchell Avenue.  Crews began working on the Orange County Sanitation District's sewer intertie near the Redhill Avenue railroad train tracks.  This work will continue through the next two weeks.  The current overall schedule shows a late April/early May completion.

The work on the two drinking water wells, located off Mitchell Avenue, had Southern California Edison on site at Well 21 (Mitchell/Debusk) installing electrical conduit.  Crews placed concrete for the Well 22 (Mitchell/Carfax) vault slab.  No rehabilitation work occured this week.

Work continued on the new treatment facility currently under construction on Edinger Avenue.  Piping for the drain line, the chemical and electrical conduit was installed.  The main electrical switch gear was placed onto its concrete pad and by week's end was being secured/bolted in.

Week of January 23, 2012

All of the piping from the two well sites on Mitchell Avenue to the treatment plant on Edinger Avenue have been installed.  Crews continued to excavate across Edinger towards the new drinking water treatment plant near Del Amo.  Crews also began constructing two new manholes, one on Redhill Avenue and the other on Mitchell Avenue.  New water meters were installed at the two well sites on Mitchell Avenue.  All of the pipe has been installed at the Peters Canyon Channel location.  This week crews began removing the shoring and plates at this location.  Shoring removal is expected to take three weeks to complete.  Crews also worked on miscellaneous punch list items on School Lane, Sycamore Avenue, Newport Avenue, and Mitchell Avenue.  Work on the Orange County Sanitation District's sewer line at Redhill Avenue, near the railroad tracks, is scheduled to begin the first week in February.

Well rehabilitation at Well 21 (Mitchell Avenue/Debusk Avenue) continued with crews brushing and bailing the well.  At week's end, crews planned to video survey the well and its casing.

Progress continued to be made at the treatment plant on Edinger Avenue.  Two of the three reverse osmosis treatment panels were installed.  A third panel remains to be installed.  All of the plant's roof fans have been installed.  Finally, the electrical panels are scheduled to be installed next week.

Week of January 16, 2012

Crews completed the tie-in on Newport Avenue at the Walnut Avenue location.  This area was also base paved.  The week of January 24 crews plan to install a new pipeline manhole in Newport Avenue near Mitchell Avenue.  Excavation across Edinger Avenue continued this week.  Work here is planned to continue through next week and at that time crews will also begin the installation of a new pipeline manhole near the Edinger Avenue/Redhill intersection.  Work on the Orange County Sanitation District's sewer line near the railroad tracks at Edinger/Redhill is planned for the week of January 30.  Roads will remain open and train service will also remain open.  This work is expected to take two weeks to complete.   The separate crew working in the Peters Canyon Channel completed the pipe installation.  Crews will remain in this location for another three weeks as they remove the shoring and clean up the site.

Crews continued working on the Wells 21-22 on Mitchell Avenue.  Rehabiliation work at Well 21, near Debusk Avenue, began this week as crews bailed and brushed the existing well casing.  This work will continue for approximately four to six weeks.  Well 22 had crews mobilize and begin excavation on the well's vault.  The vault work will continue for the next month and at it conclusion, rehabilitation crews will remobilize and address the well casing sanding issue.  A schedule for completion of rehabiliation work is being formulated.

 

Week of January 9, 2012

The pipeline from Newport Avenue/Walnut Avenue to the well sites on Mitchell Avenue was hydro-tested this week and the pipe held pressure without loss.  The pipeline on Edinger Avenue progressed with work reaching at the corner of Redhill Avenue and the Orange County Sanitation Distict's sewer tie-in point.  This connection is tentatively scheduled for the week of January 23.  Work began this week on the 10-inch pipeline from the bore pit on west side of Edinger into the IRWD treatment plant currently under construction on the east side of Edinger.  A separate crew began meter installation work on the one-inch irrigation services to Wells 21 and 22 sites.  Finally, crews completed the pipeline casing installation at the Peters Canyon Channel location and prepared for installing pipe.  Pipe installation was scheduled to begin next week and it is expected to take a week to complete.

Work continued on the treatment plant, currently being built on Edinger Avenue near the Del Amo intersection.  All three reverse osmosis fixtures were delivered and crews have begun assembling them on site. Assembly will continue for the next few weeks.  Additional major equipment will be brought in during the forthcoming weeks, including the electrical fixtures.  Construction on the treatment plant is expected through summer 2012.

The improvements to Wells 21 and 22 on Mitchell Avenue continued this week.  The Well 21 vault concrete has been completed.  The well rehabilitation occurring at Well 22 hit a prohibitive sanding issue.  Work was stopped while IRWD explores options.  The rehabilitation crew demobilized from Well 22 and relocated to Well 21 to begin rehabilitation work there. 

Week of January 2, 2012

Crews completed the 24-inch pipeline installation in Newport Avenue and completed the new air vac installation on the south east corner of Walnut and Newport. The 24-inch pipeline was camera reviewed and everything passed.  At week's end, crews completed a pipe soak test, which resulted in no leaks.  Next week crews plan to tie-in this new pipeline with the recently installed pipeline in Mitchell Avenue.  A new man hole will be built next week near Mitchell/Newport Avenue intersection.  The crew working at the Peters Canyon Channel planned to begin the boring operations early next week.  It is expected this boring activity will take a week to complete.  Work on Edinger Avenue continued with crews beginning to saw cut across Edinger, near the Del Amo intersection.

Well rehabilitation at Well 22 (Mitchell Avenue/Carfax Avenue) continued this week.  No activity occurred this week at Well 21 (Mitchell Avenue/Debusk Avenue).

Week of December 26, 2011

Installation of the pipeline in Newport Avenue continued this week with crews within ten feet from tying into the previously installed 24-inch pipeline near Mitchell Avenue.  The pipeline will be videoed next week to insure all connections are correct before connection is made.  Work continued on the jacking pit at Peters Canyon Channel.  Crews expect to begin the boring installation late next week or the following week.  At the conclusion of the week, crews installed another 70 feet of pipe in Edinger Avenue bringing the total here to 1050 feet installed.

Meanwhile, the wells rehabilitation project, located on Mitchell Avenue, continued with crews remobilizing to complete the rehabilitation of well 22 at Mitchell Avenue/Carfax Avenue.  Crews brought in the banker tank and discharge piping.  At the end of the week, crews had set the banker tank, installed the discharge piping from the well to the banker tank and calibrated the well's flow meter.

Week of December 19, 2011

Crews continued the 24-inch pipeline installation on Newport Avenue, reaching just short of Walnut Avenue.  Crews also continued the pipeline installation on Edinger, near Redhill.  Work on Mitchell Avenue, near Newport Avenue intersection is planned for next week.  The crew working on the jack and bore operations near the Peters Canyon Channel completed the receiving pit excavation and expects to complete the jacking pit excavation by mid-next week.  Boring operatings at this Peters Canyon location are planned the week of January 3, 2012.  Crews will work December 23, resume work December 27-30.  No work will occur on December 26 or January 2.

Crews removed the shoring piles from Well 21 vault (Mitchell Avenue/Debusk) and then installed them at Well 22 (Mitchell Avenue/Carfax) in preparation for the vault excavation there.  Site clean up occurred at Well 21 while a second crew graded Well 22 in preparation for the well rehabilitation remobilization.  Crews began the remaining rehab operation this week.  The flow meter calibration testing is planned for December 29.  At the conclusion of this testing, crews will have a better idea of when the one day 24/hr. test is needed.  Preliminary schedule shows this happening sometime the week of January 9, 2012.  IRWD will notify the neighbors when the 24/hr test is planned.

Week of December 12, 2011

Installation of the pipeline on Newport Avenue continued.  Work on Newport Avenue has progressed from McFadden towards Walnut.  Work at this location is expected to continue for the next couple of weeks.  The jack and bore operations at Peters Canyon Channel continued as crews worked on both pits.  Crews expect to begin boring after New Years.

Crews working on the treatment plant on Edinger Avenue began the roofing and this work will continue for the next couple of weeks.

Well 21 (Debusk/Mitchell) vault concrete work was completed while the shoring removal and backfill began late this week and is expected to be complete nearly next week.  A second crew will continue to complete the well rehabilitation work at Well 22, which will take another two weeks.

Week of December 5, 2011

Crews continued installing the new 24-inch pipeline in Newport Avenue, working towards McFadden Avenue.  Portions of Mitchell Avenue were base paved this week.  Excavation continued for the boring activities in Peters Canyon Channel.  Pipeline installation on Edinger Avenue also continued this week.

Work continued on Wells 21-22 located on Mitchell Avenue.  At Well 21 (near Debusk) crews backfilled to the top of the vault slab and conducted samples on the well's casing.  At Well 22 (near Carfax) crews conducted samples on the well's casing.

Week of November 28, 2011

All exterior doors as well as roof hatches, skylights, and exhaust/supply fans have been installed at the treatement plant on Edinger Avenue.

Crews working at Well 21 on Debusk/Mitchell poured the vault concrete walls and deck, while at Well 22 on Carfax/Mitchell, the well brushing was completed.

The pipeline work continued on Newport Avenue and work at this location will continue for the next two weeks.  Crews completed pressure testing the new pipelines from the Tustin Unified School District offices on School Lane over to Walnut.  Pending weather, crews plan to pave Mitchell Avenue, School Lane, and the Tustin Unified School District parking lot the week of December 19.  Separate crews continued to work on the jack and bore shoring installation near Peters Canyon Channel.  Preliminary schedule indicates the boring at the channel will commence in two weeks.  Installation of another pipeline in Edinger Avenue should commence after the Christmas holidays.

Week of November 21, 2011

Crews at the treatment plant site on Edinger Avenue installed all exterior doors and secured them with temporary hardware.  Roof fans and HVAC installation has begun and painters continued with prep and coating applications on the building's west end.  The electrical crews set the switch gear at the SCE equipment pad on the building's north end.

Work continued on the two wells location on Mitchell Avenue.  The crew working on well 21 at Debusk Avenue/Mitchell Avenue completed the vault's wall form installations.  A second crew working on well 22 at Carfax Avenue/Mitchell Avenue completed the video survey of the well and broke down the well rig for removal from the site.

The pipeline crews continued installing pipe on Newport Avenue.  Work continues at the Mitchell Avenue/Newport Avenue intersection.  Work will continue on Newport Avenue as crew work towards Walnut Avenue.  Base paving occurred on portions of Edinger Avenue.  A separate crew continued work within the Orange County Flood Control's Peters Canyon Channel, near the Edinger/Jamboree intersection.  Crews continued welding beams inside the pit on the north side of the channel, completed the piles installation and began welding beams inside the piles installed on the south side of the channel.

No construction work is scheduled for the Thanksgiving holiday break (November 24-27)

Week of November 14, 2011

Construction of the treatment plant on Edinger Avenue is progressing and is currently focused on securing the treatment building including the roof, penetrations, doors, and other openings.  The interior perimeter concrete slab, interior masonry and walls are also underway.  The electrical panels were recently delivered and inspected.  The next course of work for this project is installing the storm drain and larger diameter yard piping.

Pipeline installation continued on Newport Avenue with a short section remaining.  Crews began the 72-hour water test on the recently installed 24-inch pipeline from the Tustin Unified School District maintenance yard, off School Lane, to Walnut.  Crews plan to concentrate on paving and tightening up all areas on Walnut, and Mitchell early next week in preparation for the four day Thanksgiving holiday break.  Crews completed the receiving pit shoring and then began the boring pit shoring at the Peters Canyon Channel site.

Construction on the two existing wells on Mitchell Avenue continued.  At Well 21 (near Debusk) crews continue to form the well's vault walls and deck, while at Well 22 (near Carfax) well rehabiliation continued as crews completed brushing the well, then began bailing the well.  The constant rate test at Well 22 is expected nearly next week. 

Week of November 7, 2011

Crews completed their work on the boring near the Tustin Unified School District maintenance yard and cleaned up this site in preparations for the weekend rain.  A separate crew began setting shoring for the receiving pit at the Peters Canyon Channel location and are expected to continue working on the shoring through the next two weeks.  Crews are not working on Veteran's Day: Friday, November 11.

Crews also worked on the wells on Mitchell Avenue.  Crews at Well 21 (near Debusk) started setting wall forms for the well's vault, and worked on interior wall forms, while a separate crew began the well rehabilitation at Well 22 (near Carfax).  By the end of the week approximately 400 feet of well casing had been brushed.  Well rehab is planned for another four weeks.

Week of October 31, 2011

Pipeline installation on Newport Avenue continued.  The night work on the Edinger/Redhill intersection was completed this week.  Dewatering at Peters Canyon Channel continued and were monitored in advance of the planned excavation for the jack and bore pits.  Early next week, crews are scheduled to begin shoring for the receiving-pit in the channel.

Week of October 24, 2011

Pipeline installation on Newport Avenue continued as crews moved towards Walnut.  The jack and bore at the IRWD treatment plant on Edinger Avenue continued with the casing installation completed and pipe being installed in the casing.  The crews continued excavating and installing portions of the 10-inch pipeline on Edinger Avenue.  Night time work begins 10:00 p.m. this Sunday October 30 at the Edinger Avenue/Redhill Avenue intersection.  The work hours for this portion are Sunday through Saturday, 10:00 p.m. to 5:00 a.m. and it is expected to take one week to complete.  Dewatering at Peters Canyon Channel is continuous.  Crews plan to begin shoring the boring pits at Peters Canyon shortly, and excavation is expected in mid-November.

Week of October 17, 2011

Crews continued installing the 24-inch pipeline in Newport Avenue, working south of Myrtle Avenue towards Mitchell Avenue.  The jack and bore at the IRWD treatment plant on Edinger is on-going with crews installed 160 feet of casing.  Work will continue at this site for the next four weeks.  A separate crew continued the dewatering work on the Peters Canyon Channel.  Dewatering is planned for another couple of weeks before excavation begins.  Work on Edinger Avenue is scheduled to begin in late October.  A portion of this work includes the Edinger Avenue and Redhill Avenue intersection.  In order to alleviate traffic impacts at this intersection, night work will be conducted beginning the week of October 30 and is expected to take one week to complete.  Normal construction noise is expected and the night time work hours are 10:00 p.m. to 5:00 a.m.

Week of October 10, 2011

The jacking pit and boring pits from the IRWD treatment plant on Edinger to the Tustin Unified School Distict neared completion.  Crews expect to begin boring the pipe at this location, begining next week.  The pipe will be pushed from the Edinger pit to the Tustin Unified School District receiving pit and then connected to the recently installed pipeline on School Lane.  Crews began work at Peters Canyon Channel this week including the dewatering process.  Dewatering will occur for two weeks, followed by the jack and bore through the Orange County Flood Control Channel.  The preliminary schedule shows work on Edinger set to begin at the end of October/early November.

Week of October 3, 2011

The jack and bore pipeline install at the railroad crossing on Edinger was completed.  All pipeline work on School Lane to the Tustin Unified School District parking lot are completed.   The jack and bore install at the IRWD treatment plant, currently under construction on Edinger, began this week.  The pipeline at the Tustin Unified School District will be installed from this location to the treatmenet plant.  The work is expected to take five weeks to complete.  Another jack and bore install planned for Peters Canyon Channel near Edinger/Jamboree intersection will begin shortly.

Week of September 26, 2011

Crews based paved a portion of School Lane where the pipeline was previously installed.  A separate crew worked on Mitchell Avenue near the two well site, installing lateral pipelines to the wells.  This work is planned through early next week.  Since the jack and bore installation of the pipeline on Edinger near Del Amo was completed, crews began clean up in this area.  A new jack and bore installation is sheduled to begin next week from the Tustin Unified School District yard to the IRWD treatment facility, curently under construction on Edinger.

Week of September 19, 2011

Crews installed 24-inch pipe as well as a new water valve on School Lane, near the entrance to the Tustin Unified School District yard.  A separate crew completed the jack and bore for the portion of the pipeline on Edinger Avenue, near Del Amo.  Crews successfully installed the pipe's casing and inserted the new pipe through the casing at the Edinger/Del Amo location.  After installing the pipe in the casing, crews added cathodic protection to the pipe.  Cathodic protection is a highly effective method used to control corrosion of underground metallic pipelines, thus increasing the pipe's longevity.

Week of September 12, 2011

On School Lane this week crews installed portions of the 24-inch pipeline and these portions were based paved.  Crews worked on installing the laterals to the two well sites and storm drain work at the well site still remains.  Crews worked on the air vac installation on Sycamore, and this is expected to be completed next week.  The jack and bore of portions of the Edinger Avenue pipeline began this week. 

Week of September 5, 2011

Early pipeline installation milestone work to avoid interruption to nearby schools, which included a short section of School Lane, all of Sycamore Ave. and the majority of Mitchell Ave., has been completed on time, including paving. Lateral connections to the well sites, storm drain connections, and meter relocations remain to be completed on Mitchell. This work will occur during limited daytime hours two weeks after school has geen in session. The pipeline construction is continuing on Mitchell and Newport avenues. Jack and bore operations are also underway at the rail spur on Edinger Ave. Upcoming activity includes the jack and bore under the Peters Canyon Wash as well as under the Santa Fe Channel and Metrolink rail tracks from the Desalter site to the Tustin Unified School district maintenance parking lot.

Week of August 29, 2011

Work this week continued on Mitchell Avenue. The work closest to the school is complete. The remaining work to be done on Mitchell will be done during the school day and will avoid drop off and pick up time frames. On Edinger Avenue, crews are potholing between Redhill and Jamboree.

Weeks of August 15, 2011 and August 22, 2011

Crews continued pipeline work on Sycamore Avenue and have now installed over 1500 feet on pipe.  Crews also installed new water valves on Sycamore and videoed portions of the new pipeline.  Working on Sycamore (heading towards Newport Avenue), crews base paved the areas where the pipeline was installed.  Paving overlay and stripping is scheduled for early next week.  A separate crew worked on installing pipe on Mitchell Avenue near Well 22 (Mitchell/Carfax), moving towards Newport Avenue.  IRWD continues to coordinate this work with the City of Tustin, who is also working on Mitchell Avenue storm drain improvements.  IRWD crews will work the next two Saturdays (August 20 and August 27) in order to expedite the work around the schools on Mitchell and Sycamore.

Week of August 8, 2011

Work this week continued on Sycamore Avenue, and Mitchell Avenue.  Crews continued with pipe installation on Sycamore Avenue and are scheduled to reach the Newport Avenue intersection early next week.  Thus far, a total of 1212 feet of pipe has been installed.  Paving and stripping of Sycamore is planned for late August.  Storm drain work and pipeline replacement work near the two well sites on Mitchell Avenue is planned for next week.

Week of August 1, 2011

Crews worked on the 90 degree left turn at the School Lane and Sycamore Avenue this week.  Additionally, crews continued with the excavation and trenching along Sycamore Avenue, moving towards Carfax Avenue.  To date, crews have installed nearly 500 linear feet of pipe on School Lane and Sycamore Avenue.  Work will continue on Sycamore Avenue next week.  

Week of July 25, 2011

Crews began excavation and pipeline work on School Lane this week.  Work will continue up School Lane, turning left on to Sycamore, working towards Newport Avenue.  Work on Sycamore is expected to begin next week.  A second crew also began storm drain work on Mitchell Avenue this week and work will continue next week.  IRWD continues to coordinate this work with the City of Tustin, who is also working on Mitchell Avenue.  Stationary project signs as well as electronic construction message boards were installed on Sycamore and Mitchell.

Week of July 18, 2011

Potholing on Edinger was completed this week.  Two fixed project signs were installed this week with one each on Mitchell and Sycamore.  Four additional signs are ordered and will be installed on Sycamore, Mitchell, and Edinger.  Preliminary work began on Mitchell/Carfax this week as crews tied into the Mitchell Avenue storm drain.  Additional work on Mitchell Avenue is planned for early next week.  Crews installed the electronic message boards on Sycamore, announcing the upcoming pipeline installation.  The work on Sycamore is scheduled to begin mid-next week.  Work will start at the Tustin Unified School District offices on School Lane, proceed towards Sycamore and then towards Newport.

Crews continue to pothole Edinger this week.  Crews also began the installation of electronic message boards and permanent project signs along the impacted areas including Sycamore, and Mitchell Avenue.

Week of July 4, 2011

The pothole crew spent the week potholing Mitchell Avenue, Sycamore, School Lane and Newport Avenue.  Surveying crews continued to follow the pothole crews and worked on Newport Avenue and Edinger.  Potholing is scheduled for next week on the Edinger/McFadden and Newport Avenue/Walnut intersections.  The first pipeline installation on Sycamore is planned to begin in two weeks.

Week of June 27, 2011

This week crews continued potholing on Newport Avenue and Edinger Avenue.  Surveying crews, trailing behind the pothole crews, surveyed Edinger Avenue, Mitchell Avenue, and Newport Avenue.  As the week ended, crews buttoned up the work areas in preparation for the holiday weekend.  Crews will not be working on the July 4th holiday.  Additional potholing is planned for Mitchell Avenue and Newport Avenue next week.

Week of June 20, 2011

Crews spent the week potholing for existing utilities (i.e. cable, gas, telephone) on Mitchell Avenue, Sycamore, School Lane, and Newport Avenue.  Potholing is important because it reduces the likelihood of conflicts with other utilities.

Description & Timeline

IRWD has two wells located on Mitchell Avenue in Tustin.  Well 21 is located at the corner of Mitchell Avenue/Debusk Lane and Well 22 is located on Mitchell Avenue, near Carfax Avenue.  The wells were originally drilled in the 1990's but they are not producing water at this time.  As California continues to experience decreased levels in snow pack, it is important to find additional sources of water.  IRWD intends to connect these two wells to its drinking water system.  In order to do so, four new pipelines will be constructed in the City of Tustin.

Four new pipelines will connect the two wells on Mitchell Avenue to IRWD’s treatment plant currently under construction on Edinger Avenue and then to an existing IRWD water transmission pipeline along Harvard Avenue.  The first pipeline will be routed from the treatment plant across the OCTA and Orange County Flood Control right of ways and through a parcel owned by the Tustin Unified School District.  This pipeline will be routed along School Lane, Sycamore Avenue, Newport Avenue, Mitchell Avenue and terminate at Well 22 on Mitchell Avenue.  The second pipeline will be routed along Edinger Avenue from the IRWD treatment plant to the existing IRWD transmission pipeline along Harvard Avenue.  The third pipeline will be routed from Well 22, along Mitchell Avenue to an existing Orange County Flood Control District storm drain along Newport Avenue.  The final pipeline will be routed along Edinger Avenue from the IRWD treatment plant to an existing Orange County Sanitation District sewer along Red Hill Avenue.  

The majority of the pipeline will be installed by open trench construction; however, some portions will require underground work under existing railways, flood controls, crossings, and channels.  Roads will remain open during construction, although lane closures are expected.  Water service to residences and businesses will not be affected by this construction.

The wells construction began in October 2011 and scheduled through spring 2012.  The pipeline construction began in June 2011 and is scheduled through mid-2012.  The treatment plant construction began summer 2010 and is scheduled through summer 2012.
