Project Overview

OPA Pipeline InstallationWhen the consolidation between the Irvine Ranch Water District and the Orange Park Acres Mutual Water Company was completed in June 2008, IRWD started work on a Master Plan of improvements for the entire Orange Park Acres water system.  The Master Plan includes the design of a new 20-inch transmission main on Chapman Avenue. This new water transmission line improves system reliability to the area by connecting the OPA system to an existing IRWD six million gallon reservoir.  It will also provide better water pressure for most OPA customers. The construction of the permanent pipeline is scheduled to be completed in 2012. IRWD also completed several fire system improvements which, along with the water system upgrades, increased pipeline capacity, and improved reliability for emergency water service to these areas.

 

What's Going On Now

Week of May 14, 2012

The recently installed piping from the west side of the Rancho Santiago and Bond intersection was tied-into the existing pipeline in Bond Avenue.  Crews completed the base paving of this area too.  Construction continued on new pressure relief valve vault stations: one located at Rancho Santiago and Bond, another in a private alley off of Rancho Santiago near Equestrian Lane, and one near Meads Avenue/Randall Street.

Week of May 7, 2012

The remaining 180 feet of new piping from the west side of intersection at Rancho Santiago and Bond to the new pressure relief valve at Bond was installed, hydro-tested and flushed.  Water quality samples were taken and passed.  This line is planned for tie-in early next week.

The configuration of the existing piping at the Randall/Meads intersection required two separate shutdowns.  The first was successfully completed on Randall and customers were back in service within two hours.  Due to some conflicts with existing utilities, the second shutdown is planned for early next week.  Crews also spent the early part of the week digging and grading a portion of Randall for the new pressure relief vault.  The vault was delivered at week's end and after some tight maneuvering with some low hanging Edison wires and telephone lines, the vault was lowered into place.

Week of April 30, 2012

Continued inserting the 8-inch pipe into the old OPA pipeline near the alley way between Equestrian and Glen Albyn.  Crews also worked on the pressure relief valve vault on Bond Avenue.

Crews successfully tied-in the newly installed Hillside Drive pipeline.

Week of April 23, 2012

Crews began inserting an 8-inch pipe into the existing, old OPA pipeline at Bond and Rancho Santiago intersection and at week's end had installed more than 1100 feet.  A separate crew assembled fittings for the new pressure relief valve near Bond Avenue. 

The Hillside pipeline was successfully disinfected and crews tied the upper end of the pipeline, located at Hillside at Morada into the new system.  In addition to the pipeline, five water services on Hillside were tied into the new system.  Crews then potholed for existing utilities in preparation for the next tie-in for the west side of Hillside, near Orange Park Acres Boulevard, scheduled for May 1.

Week of April 16, 2012

The construction of the 16-inch and 20-inch mainline pipe is complete.  The pipe termination at the future well site on Gravier is also complete and the line was successfully disinfected.  Work continued on the pressure relief valve installation and the 8-inch pipeline on Bond Avenue.

Crews completed the main line pipe assembly near the pressure relief valve on Hillside Drive this week.  Crews planned to test and disinfect this pipeline at the end of the week.  Piping and electrical work is scheduled through the end of April.

Week of April 9, 2012

Installation of the pipe continued on Bond Avenue.  In addition, crews excavated the area on Bond, east of Rancho Santiago, in preparation for one of the new pressure relief valves.  Additional work this week included digging for the new 8-inch line in Bond, crossing Rancho Santiago.  This work moved slowly due to multiple existing utilities in this intersection.

The water shutdown on Amapola and Rodeo was successfully completed; during which crews replaced old, corroded valves.

Week of April 2, 2012

Crews resumed the excavation from Bond Avenue onto Gravier Street.  By the end of the week crews reached the existing Orange Park Acres well on Gravier.  Work was slowed a bit due to very rocky conditions as well as nearby multiple utilities.

Week of March 26, 2012

Crews added temporary paving to Equestrian and Rancho Santiago intersection.  This ares is where crews recently installed the new mainline and a new hydrant valve.  Air vacs were also installed along Rancho Santiago Boulevard this week.  At week's end, a water shutdown was implemented so that crews could work on the pipeline on Lomita and Murrieta streets.

Week of March 19, 2012

This week crews continued construction of the 16-inch transmission line in Bond Avenue, from Rancho Santiago Boulevard towards Prospect Street. Crews also constructed temporary supply lines for two side streets: Equestrian and Lomita. These supply lines will provide water to these side streets while additional installation work on Bond occurs.

The pressure improvement crews installed a fire hydrant on Hillside Street this week. Crews also tied in the new pipeline recently installed on Hillside with nearby Morada Street. The new pressure relief valve for this area is scheduled for delivery the week of April 2.

Week of March 12, 2012

Crews began the week potholing for existing utilities on Equestrian Street. Potholing is important so that IRWD's work does not interfere or conflict with any existing utilities (i.e. sewer, cable, gas, phone, etc.). Crews dug the site on Equestrian Street where the new fire hydrant is planned. At week’s end, crews had planned to cut into the existing line to tie in the new hydrant but were forced to delay this work as crews could not properly shut down the pipeline. The fire hydrant will be installed as soon as crews determine a solution to the water isolation problem.

The pressure improvements project work this week centered on Hillside Street. Some of the work had to be hand dug due to multiple utilities around the trenching. Connection to the existing line on Morada Avenue is planned for March 20, weather permitting.

Week of March 5, 2012

Crews continued to construct the 16-inch pipe transmission line segment in Bond Avenue from Rancho Santiago Boulevard toward Prospect Street.  Work also continued on Rancho Santiago and crews installed pipe appurtenances. 

In the near future, crews will construct two new pressure relief valves (PRV): one at Rancho Santiago and Bond, and the other in a private alley off of Rancho Santiago near Equestrian Lane.  In addition to this work other future work includes slip-line nearly 1400 feet of the existing 16-inch pipeline between the two new PRV stations.  This future work can not be started until both the new Rancho Santiago and Bond Avenue pipelines are completed and in service.  It is anticipated this work will occur in early May 2012.  All pipe work is expected to be complete in June 2012.  The remaining work item involves the removal of the existing above-ground pipe installed by IRWD between North Cannon Street and Glen Albyn Lane.  IRWD is working to get environmental clearance from the County of Orange to remove the pipe before the end of nesting season for the cactus wren and the gnat-catcher.  Work could be completed in June 2012 if clearance is obtained.

The pressure improvement project on Hillside Drive continued.  Crews have installed 380 feet of 8-inch pipe.  Work at this location is expected to continue for another couple of weeks.

Week of February 27, 2012

The installation of pipe on Bond Avenue continued as crews moved westerly beyond Rick Street.  This area's progress was slowed due to working at increased depths and loose, cobble soils.  This area was video inspected at week's end.  Work on Bond is planned for the next few weeks. 

The pressure improvement project work concentrated on Hillside Street this week.  Crews continued to pothole for existing utility crossings.  Potholing is important so that IRWD's work does not interfere or conflict with any existing utilities (i.e. sewer, cable, gas, phone, etc.). Crews removed the existing asphalt all the way to the end of the paved portion of Hillside Street.  Although the progress was slowed due to hard ground soil, more than 125 feet of new 8-inch pipeline was installed.  Rain this week caused crews to shut down early and delayed some progress. 

Week of February 20, 2012

The excavation and installation of the new 20-inch transmission line continued on Bond with crews working on Bond, just east of Little Street.  Traffic control flag men remain on Bond Avenue as this area is retricted to one lane for safety reasons. 

The pressure improvements project is nearing completion at Chapman Avenue as crews complete the abandonment of the old pipe and connection to the new line.  This area was base paved at the close of the week.  Crews prepared to move onto the next pressure improvement site, Hillside Street.  At the week's end, crews began potholing Hillside Street for the existing utility crossings.  Work on Hillside Street is expected for the next five weeks.

Week of February 13, 2012

Crews resumed the excavation and installation on the new transmission line in Bond Avenue. 

Water quality sample results taken last week on the Chapman Avenue pipeline were fine so this line was tied into the previously installed new pipeline off Chapman Avenue.  Crews stripped and paved the area near Amapola Avenue and Glen Street, which was connected last week.

Week of February 6, 2012

Crews base paved Bond Avenue, Rancho Santiago Boulevard, and the boring area on Hewes Street.  The concrete k-rails on Bond Avenue were also removed and crews continued with site cleanup in preparation for the City of Orange Bike Trail dedication this Saturday.  Next week crews will commence work on the next segment of Rancho Santiago Boulevard and Bond Avenue work.  As a part of the transmission line construction, a part of a pipeline on Amapola and Glen was reconnected at week's end.

The pressure improvements project had crews complete a hydro-test on the new pipeline recently installed in Old Chapman Avenue.  The line was also disinfected and its water quality sampled.  Test results are due next week.  If tests are okay this line will then be tied-in into the recently installed Chapman Avenue pipeline. 

Week of January 30, 2012

This week crews continued to work on Bond Avenue.  A portion of the pipeline was inspected via television camera and all of the pipe installed thus far looked good.  Crews then concentrated on base paving this area in preparation for a City of Orange event scheduled for February 11.  A separate crew performed water quality testing on the recently installed pipeline on Rancho Santiago Boulevard.  Test results are expected early next week.

The pressure improvements project continued in the Old Chapman Avenue area.  This week crews were able to hydro-test (pressure test) both the east and west portions of the new pipeline and both passed with no loss of pressure.  This pipeline is scheduled for disinfection next week.

Week of January 23, 2012

The crews continued installation of the 20-inch pipeline on Bond Avenue, just west of Rancho Santiago.  The recently installed section of pipe on Hewes Street was chlorinated at week's end and this portion will be hydro-tested early next week. 

Crews working on Old Chapman Avenue poured the concrete pads for the new air-vac and fire hydrant.  At week's end crews planned to resume excavation on the north side of Chapman Avenue.

The crews working on Chapman Avenue Meters project completed all service connections, meter installations and re-piping work at each of the eight residences.  All installed improvements passed hydraulic and disinfection testing.  Paving, patching and clean-up work at all sites were completed this week.  A final project walk through was also performed.

Week of January 16, 2012

This week work related to the new 20-inch new pipeline occurred on Hewes Street and began on Bond Avenue.  On Hewes Strret, crews installed all of the pipe through the casing.  This section as well as the recently installed portion on Rancho Santiago Blvd. were camera tested and all of the installed pipe looked good.  Crews continued installing pipe near the bore pit on Hewes and as the week concluded they made a lot of progress.  Crews are pushing to complete the work in this area by February 9, ensuring no conflicts with a planned grand opening of City of Orange bike trail improvements. On Bond Avenue the crews, moving westward on Bond, installed over 245 feet of pipeline this week.

Crews continued working on Old Chapman Avenue as a part of the pressure improvements/fireflow lines project.  Work on Old Chapman is expected to complete by next week and then crews will move to the next segment, located on Amapola.

The remaining two residences of the Chapman Avenue meter relocation project were installed, hydro-tested, and water quality tested this week.  All tests were fine and crews completed the permanent tie-in to the new Chapman Avenue pipeline.  Drive way paving at these two residences (20016 and 20022 E. Chapman Avenue) is being scheduled but possible rain in the forecast may delay it.

Week of January 9, 2012

Pipeline installation continues to progress well.  Crews have completed segments along Chapman Avenue, Meads, Orange Park Boulevard, Cannon, Valencia, and Linda Vista Avenues.  The 200 foot boring on Hewes Street was completed last week.  A second crew continues working on the pipeline segment in Rancho Santiago Boulevard.  Pipe installation is now completed up to within 100 feet of the Bond Avenue and Rancho Santiago Boulevard intersection.  The next segment will be pipe install on Bond Avenue.

Excavation, re-piping, meters and new service connections have been completed at six of the eight residences with the Chapman Avenue meter relocation project.  Crews began excavation of the final two residences (20016 & 20022 E. Chapman Avenue).   This project remains on schedule for completion in late February/early March.

Crews continued working on Old Chapman Avenue on the remaining fire flow system improvements.  Work remains slowed by the more than 9-inch thick concrete road underneath Old Chapman Avenue.  The next work segment will be Amapola Avenue when Old Chapman Avenue is completed.

Week of January 2, 2012

Pipeline work recommenced this week, with crews working on Rancho Santiago Boulevard and Hewes Street.  The Rancho Santiago Boulevard crew began heading back towards Bond Avenue.  In addition to installing pipe, the crew installed a cathodic protection station just north of Glen Albyn and began excavating for an air vac.  The boring activities resumed on Hewes Street and the crew working here has installed a total of 185 feet of pipe casing.

The Chapman Avenue meters project continued with crews working on 20062 and 20042 E. Chapman Avenue residences. 

The third project in Orange Park Acres, the pressure reduction/fireflow pipelines project, continued with work on Old Chapman Avenue.  Crews working here experienced extremely hard digging through this section.  At the conclusion of the week they had installed over 200 feet of pipe.

Week of December 26, 2011

No pipeline installation project work occurred this week as the contractor observed the Christmas and New Years holidays.

Work continued on the Chapman Avenue meters project with crews working on two residences: 20062 and 20042 E. Chapman Avenue.  Both water pressure and water quality testing was conducted and passed for the 20062 residence.  At week's end, crews prepared to tie this residence into the new 20-inch line recently installed in Chapman Avenue.  Additionally, crews continued with the excavation and installation at the 20042 residence.

Crews continued with the pressure reduction/fireflow pipelines project with crews continuing work on Old Chapman Avenue.  At the end of the week, a total of 120 feet of 8-inch pipe was installed.

Week of December 19, 2011

Crews continued with the pipeline installation in Rancho Santiago Boulevard with crews laying up just short of where the boring will connect with it.  The boring continued from Hewes Street to Rancho Santiago with approximately 150 feet installed.  The boring machine is planned to meet up with the Rancho Santiago Boulevard in early January.  Crews continued to get everything tighten up at the end of the week in preparation for the holidays.  The pipelines crews working on Rancho Santiago and Hewes will not be working the week of December 26 so work will resume January 3, 2012.

Work continued on the Chapman Avenue Meters Relocation project as crews completed the third home (20076 E. Chapman Avenue) this week.  Work commenced on the fourth home (20062 E. Chapman Avenue) this week.  Crews plan to work three days next week: December 27-December 29 with work planned on the fourth and fifth homes.

Crews cut and grinded Old Chapman Avenue this week in preparation for the extension of the pipeline to the east towards Orange Park Boulevard. 

Week of December 12, 2011

The pipeline installation continued progressing this week on Rancho Santiago Boulevard with work nearing Grijalva Way.  The jack and bore operation on Hewes continued with crews still slowed by rocky conditions as they install the pipe casing.  Crews have completed nearly 90 feet of the necessary 220 foot casing pipe.

Re-piping work and new service connections at two of the eight residences (20132 and 20162 E. Chapman Avenue) were completed this week.  Crews also re-piped the third residence (20092 E. Chapman Avenue) and continued excavation of the fourth residence (20076 E. Chapman Avenue), which has been slowed by extremely hard soil conditions.

Crews completed the installation of 440 feet 8-inch pipeline on Vickie Lane.  Late this week crews began work on the next location on Old Chapman Avenue.  Work is planned at this location for the next month, and at the conclusion crews will then move to Amapola Avenue.

Week of December 5, 2011

Pipeline installation continued on Rancho Santiago Boulevard and Hewes Street this week with crews cutting the asphalt concrete heading towards Hewes Street.  Television inspection of the pipeline in Rancho Santiago Boulevard was completed and the entire installed piping through this area looked good.  The boring work on Hewes Street continued to be slow going due to soil conditions. 

Work on the Chapman Avenue meter relocation project continued with the crews nearing completion on the first two residences (20132 and 20162 E. Chapman Avenue).  Water quality samples passed inspection and crews prepared to connect these residences to the new 20-inch pipeline recently installed in Chapman Avenue.  While these connections occurred, crews began excavating for the next two residences (20092 and 20076 E. Chapman Avenue). 

Crews continued work on the pressure reducing stations and fire flow systems improvements work on the access road just east of Vickie Lane.  Work here consisted of installing a new 8-inch pipeline, a new fire hydrant and air vac.  At the end of the week, crews began testing the new pipeline.

Week of November 28, 2011

Crews continued excavating and laying the pipeline on Rancho Santiago Boulevard this week.  A separate crew continued with the pipeline boring on Hewes Street.  The boring progress (moving from Hewes to Rancho Santiago) is advancing, although slowed by large rocks.

Work on the Chapman Avenue meters progressed this week as crews hand dug pipelines for 20162 and 20132 E. Chapman Avenue.  As a reminder, work is progressing from the east to west on Chapman Avenue with the contractor working on a maximum of two properties at the same time. 

The third project occurring in the Orange Park Acres community, the OPA domestic water pressure reducing stations and fire flow systems improvements, began this week.  This project involves the construction of three pressure reducing stations including vaults, valves, and landscaping.  There are also three open trench pipeline installations involved including 2,937 feet of an eight-inch pipeline, 25 feet of a six-inch pipeline, and 121 feet of four-inch pipeline.  Crews potholed and then began installing new 8-inch pipeline on the alley road, east of Vickie Lane.  Vickie Lane work will continue for the next couple of weeks and beginning late next week, a separate crew will begin on on a portion of Old Chapman Avenue.  Amapola Avenue will follow the Old Chapman Avenue segment and is planned to begin in approximately three weeks.

Week of November 21, 2011

With a short week, due to the Thanksgiving holiday break, crews concentrated most of work on Rancho Santiago Boulevard and Hewes Street.  Crews continued to grind and remove portions of Rancho Santiago Boulevard, although they are still hindered by the old concrete street underneath the existing concrete.  On Hewes Street, crews began boring the casing into the pipeline.  Work here was also slowed by poor soil conditions surrounding the pipeline.  A third crew worked on the remaining punch-list items on Jons Way, Meads Avenue, and Orange Park Boulevard.

A separate, but related, project to the transmission line project: the Chapman Avenue meter relocation project began this week.   Crews started work on two of the eight residences - 20132 and 20162 E. Chapman Avenue.  This project involves the construction and installation of two-inch water services to eight residences on Chapman Avenue.  The water services will be constructed with a variety of methods including open trench and trenchless construction.  It is expected that each water service installation will take ten to fourteen days to complete.  The addresses impacted by this work include: 20162, 20132, 20092, 20076, 20062, 20042, 20022 and 20016 Chapman Avenue. Work is working on residences from east to west on Chapman Avenue.

As a reminder, no construction work is planned during the Thanksgiving break (Novermber 24-27).

Week of November 14, 2011

Crews completed the base-paving along the Meads Avenue segment of this project.  The private street near Vickie Lane was tied into the new transmission line.  Also this week, paving was finished on segments along Meads, Orange Park Boulevard, Valencia Avenue, and Linda Vista Avenue.  Some additional work to bring the valves and manholes to-grade will be be done over the next couple of weeks.  A separate striping operation began the lettering, stop signs, speed limits for Orange Park Boulevard, Meads Avenue, Valencia Avenue, and Linda Vista Street.  Another crew continued prepping the bore pit on Hewes Street while others continued grinding the next project limits on Rancho Santiago Boulevard.  Portions of the existing asphalt on Rancho Santiago Boulevard were found to be overlaid on top of an old concrete street, which has slowed progress in this area. 

Week of November 7, 2011

Crews grinded, capped and paved Valencia Avenue this week.  A separate crew began work on the next portion of work: Rancho Santiago Boulevard.  Crews excavated the area on Rancho Santiago from Bond Street moving north towards Hewes Street.  Additionally, crews began the excavation and shoring for the boring pit at Hewes.  This location will be used for installing the next portion of the transmission line.  A third crew began raising the water valves along Orange Park Boulevard and planned to continue with this work through early next week, moving onto Meads and then to Valencia.  A planned water shutdown is scheduled for early next week during which crews will install an upsized domestic water connection for a future eight-inch water line just east of Vickie Lane.

Customers in OPA east of Cannon Street may have noticed an increase in the water system pressure to their homes beginning on November 1st.  The pressure increase was due to the recent completion of the 20-inch water transmission main in Chapman Avenue.  The transmission main serves two purposes:  (1) to improve the water system reliability to OPA customers by connecting the water system serving the OPA area to the IRWD water system, and (2) to allow IRWD to provide water to the OPA area at a higher pressure than had been provided historically in that area.  The pressure increase is the first of two that are planned for OPA customers.  The second pressure increase (affecting all OPA customers) is tentatively planned for summer of 2012, when the remaining pipeline, pressure regulators, and other improvements are completed in OPA.

Week of October 31, 2011

Crews completed both tie-ins between the new 16-inch transmission main in Meads Avenue at Orange Park Avenue , near Vickie Lane.  IRWD is nearig the completion of two segments of the transmission line.  Crews intend to grind the asphalt and cap the streets in the areas in and around Orange Park Blvd., South Meads, Valencia Drive, and Linda Vista Street.  Work is planned from November 3 through the week of November 8, pending weather.   Crews plan to begin excavation of the bore-pit at Hewes Avenue early next week.  A separate crew also plans to begin saw-cutting, pavement removal and excavation of Rancho Santiago Blvd.

Two separate, but related, projects to the transmission line installation are ready to begin in the next few weeks.  The first project is the OPA domestic water pressure reducing stations and fire flow systems improvements.  This project involves the construction of three pressure reducing stations including vaults, valves, and landscaping.  There are also three open trench pipeline installations involved including 2,937 feet of an eight-inch pipeline, 25 feet of a six-inch pipeline, and 121 feet of four-inch pipeline.  Streets impacted by this work include: Morada Drive, Hilltop Lane, Orange Park Boulevard, Randall Street, Meads Avenue, Frank Lane, Hillside Drive, Chapman Avenue, and Amapola Avenue.  Roads will remain open during construction, but lane closures should be expected. 

The second project is the Chapman Avenue meter relocation project.  This project involves the construction and installation of two-inch water services to eight residences on Chapman Avenue.  The water services will be constructed with a variety of methods including open trench and trenchless construction.  It is expected that each water service installation will take ten to fourteen days to complete.  The addresses impacted by this work include: 20162, 20132, 20092, 20076, 20062, 20042, 20022 and 20016 Chapman Avenue.  Both of these two new projects are scheduled to begin the week of November 14.

Week of October 24, 2011

Crews removed all of the road plates and base paved the Orange Park Boulevard and South Meads intersection.  The new pipeline installed in Valencia Avenue was hydro-tested and disinfected.  Private Drive (off Meads Avenue) and Madrid were tied into the new line installed on Orange Park Boulevard. 

Week of October 17, 2011

Crews completed installing the pipeline along Valencia Avenue and Linda Vista.  They also completed the tie-in between the new 16-inch pipeline in Orange Park Avenue and the existing 16-inch at the south end of Meads Avenue.  Final paving of Orange Park Avenue, Meads Avenue and Valencia Avenue is planned for the week of October 31, weather permitting.  The next major phase of the pipeline work will be along Rancho Santiago Boulevard.

Week of October 10, 2011

Pipeline installation on Valencia Street continued.  A separate crew continued painting the hydrants, manhole lids and air vacs installed on Orange Park Boulevard and Meads Avenue.  The temporary pressure reducing valve installed on Chapman Avenue was fenced.  Crews plan to tie-in the intersection of Meads and Orange Park Boulevard next week.

Week of October 3, 2011

Crews continued installation work on Valencia Street, west of Christine Steet.  The intersection of Christine Street and Valencia Street was slurry sealed prior to the rain this week.  Work in this area is expected for the next two to three weeks.  Crews potholed two locations on Orange Park Boulevard and Valencia.  Also on Orange Park Boulevard, the hydrants and air-vacs were painted this week.

Week of September 26, 2011

Work continued on Valencia Street and Orange Park Boulevard.  On Valencia crews continued with the installation of the new 20-inch pipeline and base paved Linda Vista to Valencia and then just beyond San Remo.  On Orange Park Boulevard, crews flushed and disinfected portions of the new line near Meads Avenue.  The second set of test results are expected next week.

Week of September 19, 2011

Crews continued working on the pipeline installation on Valencia Street from Linda Vista towards Richard Street.  A separate crew also installed a new fire hydrant near the Chapman Avenue/Meads Avenue intersection.  Crews continued working on the appurtenances at the Orange Park Acres Blvd./Meads intersection.  Finally, crews loaded and disinfected the final selection of the 16-inch pipeline on Meads, just west of Madrid to Orange Park Acres.  Water quality testing of this portion is scheduled for early next week.

Week of September 12, 2011

Work this week occurred on Valencia Avenue, Meads Avenue, and Chapman Avenue.  Crews installed the 20-inch pipe on Valencia near Linda Vista.  On Meads Avenue crews installed appurtenances and valves along with the pipeline.  These valves will assist with the future connections to Madrid Avenue.  On Chapman Avenue crews formed concrete pads which will house the various pipeline appurtenances at this location.

Week of September 7, 2011

The contractor successfully completed pipe installations, finish-paving and striping along the Cannon Ave./Valencia Ave. before the opening of the Linda Vista School last week. This was a significant milestone. The contractor is continuing pipe work along Valencia Ave. Work has also started on Meads Ave. above Orange Park Blvd.

Week of August 22, 2011

Work continued to complete pipe installations and finish paving along Cannon Avenue/Valencia Avenue, in time for Linda Vista School's starting date of August 25. Potholing and survey work will be completed along Rancho Santiago Avenue within the week. The contractor has completed installation of a segment of 20-inch transmission pipeline along Chapman Avenue and the majority of the 16-inch mainline on Orange Park Boulevard. This segment of line is now in service up to Meads Avenue. The next portion will be to begin installation along Meads Avenue.

Week of August 15, 2011

Work continued on Orange Park Boulevard this week as crews tied a portion of the 16-inch pipeline into the IRWD drinking water system.  Work on North Cannon Street continued with crews prepare to complete the work prior to school beginning August 25.  In addition to installing the pipeline in North Cannon Street, crews prepared the street for base paving.

Week of August 8, 2011

Crews completed the installation of a segment of 20-inch pipeline along Chapman Avenue between Jamboree Road and Orange Park Boulevard.  This portion of the pipeline was disinfected, tested and placed into service.  Crews reinstalled the traffic signal loops at the intersections on Chapman Avenue, between Jamboree Road and Orange Park Boulevard.  A portion of the pipeline on Orange Park Boulevard, up to Meads Avenue, was also disinfected and tested.  Test results are due shortly and anticipating no problems, this portion of the line is planned to be in service next week.   Crews continued to work diligently to complete the pipe installation on North Cannon Avenue prior to the school reopening in two weeks.  Potholing work along Rancho Santiago Avenue is expected in the next two weeks.

Week of August 1, 2011

Work on Chapman Avenue is nearing completion as crews adjusted and raised valves around the recently paved area between Newport Avenue and Orange Park Boulevard.  Work on Orange Park Boulevard remains active as crews continued with the pipe installation.  A separate crew installed auxiliary connections to the new pipeline in Meads.  Pipeline installation work on North Cannon Street progressed near E. Patrica Court.  Crews completed paving approximately 4100 square feet of N. Cannon Street from the elementary school to E. Patria Court.

Week of July 25, 2011

Work continued on Chapman Avenue, Orange Park Blvd. and North Cannon Street this week.  Crews on Chapman Avenue connected the new pipeline and placed the entire Chapman segment in service up to Orange Park Blvd.  Additional work on Chapman Avenue included the grinding and paving where the work was completed.  Temporary lane reflectors were put in place and permanent road striping is scheduled for next week.  Crews continued to install pipeline on North Cannon Street, pushing passed Cerritos Drive.

Week of July 18, 2011

Crews continued to work on Chapman Avenue and North Cannon Street.  Crews flushed and began disinfection of portions of the new pipeline in Chapman Avenue.  A separate crew base paved Orange Park Boulevard.  A third crew continued to install the pipeline into casing in North Cannon Street.  

Week of July 11, 2011

This week's work occurred at two locations: Chapman Avenue/Orange Park Boulevard and North Cannon Street.  Crews continued to install the 16-inch pipeline in northbound Orange Park Boulevard.  Crews also successfully pressure tested the portion of the new pipeline installed in Chapman from Jamboree Road to Orange Park Boulevard.  On North Cannon Road crews completed the boring operation and began inserting the new 20-inch pipe into its new casing.

Week of July 4, 2011

Multiple crews worked on Chapman Avenue and North Cannon Street this week.  On Chapman Avenue, a new fire hydrant was installed at the Orange Park Boulevard/Chapman Avenue intersection.  Grinding and paving occurred on portions of Orange Park Boulevard.  Crews began to test portions of the newly installed pipeline in Chapman Avenue, near Jamboree.  Testing includes leak tests, pressure tests, and disinfection of the line.  On North Cannon Street, crews continued with the boring operation.  Progress continues to be made but still slow as crews still encounter large rocks while tunneling the area where the new pipeline will be installed.

Week of June 27, 2011

The pothole crew finished potholing on Rancho Santiago Blvd.  Bond Avenue will be the next street potholed, scheduled within the next few weeks.  Crews, working on North Cannon Street, began boring (or tunneling) the pipe casing and enountered large, bowling ball sized rocks.  When the casing is installed the new pipe will be pushed into the casing.  A separate crew, working on Chapman Avenue, installed the remaining "in-street" piping.  The new pipe installed in Chapman/Jamboree Road area was tied into the existing system this week.  Paving at Chapman Avenue and Orange Park Blvd. intersection was completed.  At week's end, crews buttoned up the various work locations in preparation for the holiday weekend.  No work is planned on July 4.

Week of June 20, 2011

In addition to the on-going work on Chapman Avenue, crews potholed the Rancho Santiago Road and Lomita Avenue intersection.  An additional crew began the trenches for the new pipelines near Linda Vista Elementary School.  Paving on Jon's Way was also completed.

Week of June 13, 2011

Crews continued with the excavation and installation of the new pipeline in Chapman Avenue.  A separate crew potholed on Rancho Santiago Blvd., working their way north to south progressing toward Bond.  Potholing is important because it helps reduce the likelihood of conflicts with other utilities (i.e. cable, gas, telephone, etc.)

Crews continued the installation of the 20-inch pipeline in Chapman Avenue and installed an additional 1000 linear feet this week.  Crews crossed from the north side of Chapman Avenue to the south side. 

Week of May 30, 2011

Crews continued to work on Chapman Avenue and Jon's Way driveway.  To date, more than 5200 linear feet of 20-inch pipeline has been installed.

Week of May 23, 2011

Work continued on Chapman Avenue, although groundwater still hinders the crew's progress.  A separate crew installed new concrete driveway on the Meads Avenue.

Week of May 16, 2011

As of this week, crews have installed over 3,500 linear feet of new 20-inch pipeline.  Work continues on Chapman with crews crossing the Chapman Avenue and Newport intersection.  Work has been slowed slightly due to high groundwater and unusually thick asphalt, making it more difficult to cut open and install the pipeline.  A separate crew continued to pothole for existing utilities on Orange Park Acres Blvd., just north of Chapman and then potholed on Cannon and Valencia. 

Week of May 9, 2011

Crews continued installing the new 20-inch pipeline in Chapman Avenue, although they encountered groundwater which slowed progress.  Separate crews also made good progress on the Jon's Way area punch list items.  Crews successfully abandoned in place an existing 10-inch connection off the old, 1929-riveted steel line.  Finally, crews completed the potholing on Valencia Street, then moved to Orange Park Blvd. and Chapman Avenue to locate the existing 6-inch water.

A crew continued to install the 20-inch pipeline in Chapman Avenue.  Separate crews worked on punch list items along Jon's Way and potholed for existing utilities (i.e. phone, cable, fiber-optics) on Linda Vista as well as Valencia Street.  Potholing is important because it helps reduce the likelihood of conflicts with other utilities.

Crews completed the cactus replanting in the OPA open space between Meads and N. Cannon Avenue.  Crews also continued with the wall reconstruction and installation of pipe drain line along the Meads Avenue driveway.  Installation of the 20-inch pipeline in Chapman Avenue continued. 

Week of April 18, 2011

Crews continued working on the new 20-inch pipeline in Chapman Avenue.  Work on this street will continue through early summer.  Crews completed the potholing on Cannon Street and began returning the previously removed Prickley Pear catus to the open slope between Meads Avenue and N. Cannon Avenue.

Week of April 11, 2011

Slope grading in the OPA open space between Meads Avenue and N. Cannon Avenue was completed this week.  Replacement of the previously removed Prickley Pear catus is scheduled for next week.  Crews also continued installing the 20-inch pipeline in Chapman Avenue.  Since the elementary school on Cannon Street was on spring break this week and traffic was less, crews potholed this area.  Potholing is important because it helps reduce the likelihood of conflicts with other utilities (i.e. gas, cable, etc.).

Crews began rebuilding the slope in the OPA open space area between Meads Avenue and N. Cannon Avenue.  A second crew began the installation of the new 20-inch drinking water pipeline in Chapman Avenue.  Approximately 1000 linear feet was installed.

Week of March 28, 2011

Work this week concentrated on Meads/Orange Park Blvd. and Chapman Avenue.  Crews connected a portion of the new pipeline in the Meads Driveway to the existing drinking water system.  In addition, crews potholed all of Meads and most of Orange Park Blvd.  Potholing is important because it helps reduce the likelihood of conflicts with other utilities (i.e. gas, cable, etc.).  Work on Chapman Avenue included stripping away some of the existing asphalt in preparation for laying portions of the new pipeline.

Week of March 21, 2011

Crews worked on the Meads Driveway, Chapman Avenue, and Jon's Way this week.  While rains this week slowed crews at all three locations, progress was still made.  Crews cleared some of the remaining rocks at the top of Meads in preparation for the upcoming tie-in to the existing system.  On Chapman Avenue, crew continue to cut the asphalt where the new pipeline will be installed.  On Jon's Way, crews painted the modified fencing around the recently installed fire hydrant.  Crews also removed material and equipment from the storage area on Jon's Way to a new area near Jamboree and Chapman Avenue since most of the work on Jon's Way is completed.

Week of March 14, 2011

Two crews worked this week on the Meads and Chapman Avenue sections of the project.  One crew paved over the trench and pressure tested a portion of the new pipeline near Meads.   The other crew worked west bound on Chapman Avenue, trenching for the new pipeline.  Work on the Chapman Avenue segment will be on-going into the summer months.

Week of March 7, 2011

Work continued on Meads as well as Chapman Avenue.  The section on Meads has been very slow going as crews continue to encounter a lot of rocks in the open space area.  On Chapman Avenue, they grinded asphalt west of Newport Avenue and paved a section near Calle Grande.

Week of February 28, 2011

Crews continue working on Meads and Jon's Way.  The Meads work included additional potholing and installing a portion of the new 16-inch pipeline, while the Jon's Way work continued working on new service installations to residences at the top of the street.

Week of February 21, 2011

Crews spent time potholing on Meads Avenue.  Potholing helps to determine if the proposed pipeline alignment presents any conflicts with other existing utilities such as gas, cable, etc.  In addition, crews continue with the pipeline install in the OPA open space.  Recent rains and rocky conditions have slowed this portion of the project.

Week of February 7 and Week of February 14, 2011

During these two weeks IRWD connected the first three residential services to the newly installed 8-inch pipeline on Jon's Way.  In addition, a new fire hydrant was installed on a portion of Meads.  Paving work continued on the Chapman Avenue/Calle Grande intersection.

Week of February 4, 2011

IRWD crews continue to install a portion of the new drinking water pipeline in the OPA open space area between Meads Avenue and N. Cannon Avenue.  Work is slow in this rocky area.  Crews are also working on some of the individual service connections along Chapman Avenue, near Calle Grande. 

Week of January 31, 2011 

This week IRWD crews will be working in the OPA open space area between Meads Avenue and N. Cannon Avenue.  In addition, work continues on Chapman Avenue near Calle Grande.

Description & Timeline

The first phase is the replacement of the existing water transmission line. This line was constructed in 1929 and has required numerous emergency repairs. Approximately 23,000 linear feet will be replaced in the project's first phase, which began in October 2010. 

Construction remains active on pipeline install on Rancho Santiago Boulevard, and Bond Avenue.  This project remains on schedule for completion in mid 2012.

The second phase includes replacement of several 6 and 8-inch distribution pipelines to improve emergency water service, and installation of additional pressure relief valves.  Construction began in November and is scheduled to conclude in summer 2012.

The last phase includes removal of the existing 1 million gallon OPA reservoir (circa 1927), abandonment of 3 of the 4 existing OPA pump stations, upgrades to the existing Meads Pump Station, and replacement of the OPA well.  This phase is planned for 2012.
