Project Overview and Background

When the Santa Ana Heights area was developed, it was under county control.  When the Santa Ana Heights Water Company was created, pipelines and other water related equipment were deeded to them.  At that time there were no specific restrictions limiting property owner's use of the land so over the years fences, parking lots, trees, landscaping, etc. have been built, obstructing the pipeline and making repairs difficult.  Santa Ana Heights Water Company consolidated with IRWD in 1997 and the pipelines in the area transferred ownership to IRWD. 

IRWD plans to replace a portion of an existing drinking water line in Newport Boulevard in Santa Ana Heights because the current location of the pipe makes repairs difficult and disruptive to our customers.  The existing pipeline is "landlocked" and requires IRWD staff to enter private property when repairing leaks and performing routine maintenance.  

What's Going On Now

Week of May 14, 2012

Crews continued pipe installation on Newport Boulevard.  A second crew excavated lateral connections on Newport Boulevard, from Del Mar to Mesa.  To date 4,265 feet of 12-inch pipe has been installed on Newport Boulevard.  In addition to the Newport Boulevard work, crews installed 1,138 feet of eight-inch pipeline on Monte Vista and also installed 22 one-inch services to those residences.  Crews successfully completed the water shutdown at Elden and Monte Vista.  ALso this week, crews potholed for utilities at the intersection of Mesa and Newport Boulevard.  Potholing is important as it provides confirmation of where existing utilities (gas, water, sewer, cable, telephone) are located and helps to insure no conflicts.  During potholing, crews found potential conflicts with existing phone and gas lines so a portion of the 12-inch pipeline through this area was installed at a slightly deeper depth, which gave clearance for these conflicts. 

Work sites planned for the next week includes Mesa Drive, Del Mar Avenue, and continued work on Newport Boulevard.

Week of May 7, 2012

Crews continued working on Newport Boulevard and over 3700 feet of pipe has been installed to date at this location.  Crews also flushed and disinfected the recently installed pipeline on Monte Vista.  A water shutdown for the Monte Vista area is tentatively scheduled for May 17.  Letter will be mailed to the affected customers and doorhangers will be left 72 hours prior to shutdown.

Week of April 30, 2012

Installation work for the 12-inch pipeline in Newport Boulevard continued.  To date more than 3015 feet of pipeline has been installed on Newport Boulevard.  Utility lines were potholed in the intersectio of Newport Boulevard and Del Mar Avenue.  Potholing is important as it provides confirmation of where existing utilities (gas, water, sewer, cable, telephone) are located and helps to insure no conflicts.    In addition to the work on Newport Boulevard, crews installed 147 feet of pipe and installed 22 one-inch services on Monte Vista.  Work on Elden, Santa Isabel, and Monte Vista is planned through next week.

Week of April 23, 2012.

Crews continued to install the new drinking water pipeline in Newport Boulevard.  Crews averaged approximately 265 feet per day, although the rain slowed progress slightly.  In addition to work on Newport Boulevard, crews removed the existing 6-inch pipe on Elden at Monte Vista.  Finally, potholing of the existing utilities on Del Mar began.

Week of April 16, 2012

Work continued with the installation of the 12-inch pipeline in Newport Boulevard.  To date 1,085 feet of pipe has been installed on Newport Boulevard.  Crews also continued working on Santa Isabel and Monte Vista and to date they have installed 1,058 feet on these streets.

Week of April 9, 2012

Excavation and installation continued on Newport Boulevard.  Crews also began work on Santa Isabel.  Work slowed due to extremely hard soil conditions in this area.

Week of April 2, 2012

Crews completed the trenching and installation for the mainline and services on Santa Isabel and Monte Vista.  A water shutdown occurred on April 5 to complete this section of work for the customers on Elden Avenue and Monte Vista.  Work began on Newport Boulevard.

Week of March 26, 2012

Construction crews were unable to work Monday due to rainy conditions.  The balance of the week was spent on installing services on Santa Isabel.

Week of March 19, 2012

Crews began work on Santa Isabel and Monte Vista.  The crews also began excavation for the Santa Isabel hydrant.

Week of March 5, 2012

A construction yard, located near the intersection of Bristol Street and Santa Ana Boulevard, was secured this week.  Survey crews will be on Wilson Avenue next week and construction will begin shortly thereafter.  Newport Boulevard work will also commence in the next few weeks.

Week of February 20, 2012

With the videos completed and inspected, crews plan to begin on Wilson Avenue the week of March 5.

Week of February 6, 2012

Crews performed the pre-construction video and photo documentation of the existing site conditions this week.

Week of January 30, 2012

Prior to beginning construction, IRWD's contractor (Sully-Miller) is required to document existing site conditions via video/photography.  Sully-Miller is responsible for returning the areas disturbed during construction activities to their original/previous conditions.  The videotaping is planned for February 9-10, 2012.  Each property within the project limits will be filmed and each is expected to take 15 minutes to complete.  For security reasons, IRWD requests all pets be kept inside or on a leash.

Week of January 23, 2012

The pre-construction meeting was held this week.  Crews plan to mobilize the third week of February.  Work will begin late February and is projected through summer.

Week of January 9, 2012

At its board meeting this week, IRWD awarded the Newport Boulevard Water Line Replacement project to Sully Miller Construction.  Staff began processing insurance requirements, and contract documents.

Description & Timeline

IRWD has an existing drinking water pipeline that runs from Mesa Drive to Wilson Street between Newport Boulevard and Elden Avenue in the Santa Ana Heights area.  The mainline provides drinking water, irrigation, fire services and fire hydrants to approximately 73 customers.  Required access to this pipeline for maintenance and repairs is currently not available at many locations without impacts to private property.

This project will abandon in place the existing water line and construct a new pipeline in Newport Boulevard.  The relocation of the existing pipeline will also require reconnection of the existing private customer connections.  Along with the installation of the new pipeline in Newport Boulevard, this project will also include the replacement of the existing water lines on cross streets between Newport Boulevard and Elden Avenue including Mesa Drive, Del Mar Avenue, Monte Vista Avenue, Santa Isabel Avenue, and Wilson Street.

Construction begins in February 2012 and will continue through summer 2012.
