Project Overview
IRWD has an existing drinking water well located near Osterman Road and Regency Lane in the City of Lake Forest. This well, drilled by the former Los Alisos Water District (LAWD) in 1957, was transferred to IRWD after LAWD consolidated with IRWD is 2000. Water production from this well has decreased in recent years. IRWD reviewed recent well video and recommended abandoning the under-producing well and drilling a new well.
What's Going On Now
Week of May 14, 2012
Crews received the SCE construction plans and trenching for the power conduit continued. The well casing was extended and the concrete pump base was completed.
Week of May 7, 2012
Crews cleared, prepared the site and began trenching the electrical conduit. Rebar was also installed at the pump base.
Week of April 30, 2012
Worked on removing the concrete around the pilot casing of the well and modified the gravel. The SCE plans were expected at week's end.
Week of April 23, 2012
Staff continued working with SCE on the necessary electrical plan for the well site.

Layout of the equipment pads is completed. Installation of the buried conduit is next and staff is working with Southern California Edison (SCE) for these electrical services.

Crews worked on applying the stucco color coat to screen wall.

Crews began stripping and removing the existing asphalt surrounding the well. The existing fence on the north side of the project was moved so that the footings for the new block wall can be placed.

Crews working with the city of Lake Forest on encroachment permit. Staf continues to review project submittals and site work is planned to begin in February.

The first well site activity is planned for the first week in February. Community notifications were mailed this week and a copy of the notice is located on this project's web site construction page. Work is scheduled through June 2012.

Crews worked on gathering the required encroachment permit and continued with project submittals. Crews still plan to mobilize to the site in February.
Week of December 5, 2011
IRWD and its contractor held the pre-construction meeting on December 7. The pumps and motor have been ordered but with long lead items, the supplies will not be available until February. In order to minimize distruptions to the community, crews will mobilize to the site in late January/early February.

IRWD's contractor continued to irrigate the portion of Regency Park recently replanted. Final well designs for the site are expected mid-July.

IRWD conducted testing to determine the proper size pumps and motors for the new well. The site was cleaned and returned to pre-drilling status.

Well drilling began in mid-March and the 24/7 drilling was completed in May 2011.
Description & Timeline
IRWD intends to drill a replacement well near Osterman Road and Regency Lane in the City of Lake Forest. Well drilling activities will occur intermittently for 24 hours per day, seven days a week during the first six to eight weeks of the project. Well drilling techniques require that the drill rig run continuously for several well development steps. After the well is drilled, IRWD will conduct additional testing to determine the proper size of the pumps and motors for the new well.
Construction fencing will be installed around the project site and a portion of nearby Regency Park will be closed during construction. The length of time for this construction project is approximately 18 months, which includes drilling and equipping the well.
The first phase of construction, well drilling, began in November 2010 and was completed in May 2011. IRWD awarded the second phase of construction, equipping the well with a new pump and motor, in October 2011. Construction activities began in February 2012 and are expected through spring 2012.
When the project is complete, water will be pumped from this well, disinfected and then distributed within the IRWD service area.
