Plans were drawn for a large-scale master planned community that would drastically alter the area's water demands. A water district was needed to manage the water supply and Irvine Ranch Water District (IRWD) was formed in 1961. Today, IRWD serves the city of Irvine, and portions of Newport Beach, Tustin, Costa Mesa, Orange, Lake Forest and unincorporated areas of Orange County. Unlike some communities where water and wastewater operations are administered by a city, county, or other government body, IRWD stands as an independent public agency - ultimately responsible to the voters. The District is governed by a five-member, publicly elected board of directors who reside within our service area. These officials are responsible for policy and decision-making. A 315-member staff handles the daily operations of the District. IRWD, recognized as one of the nation's most progressive water agencies, provides drinking water and collects, treats and reclaims wastewater. Converting millions of gallons of wastewater into reclaimed, or recycled water reduces the demand on our limited drinking water supplies. For more than three decades, reclaimed water has been used throughout the community for landscape irrigation and agricultural needs. We also provide this drought-proof water supply for toilet flushing in some commercial buildings and for certain commercial and industrial uses.
