Commercial/Industrial/Public Authority/Landscape Irrigation and Multi-Family Residential Customers Rates

Potable Water
Monthly service charge
The monthly service charge for multi-family residential, commercial, industrial, public authority and non-agricultural landscape irrigation is based upon the meter size and ranges from $7.50 for a 5/8" meter to $2,514.10 for a 16", 18", 20" Propeller meter.

Commodity Charge
The commodity charge for potable water for commercial, industrial and public authority customers is based on a tiered rate structure according to usage.

Pumping Surcharge
A surcharge will be added to the commodity rate of those users at higher elevations which cause the District to incur additional pumping costs to supply their water. The surcharge is based upon prevailing energy costs and currently ranges from $0.16 to $0.42 per ccf. If you are in an area affected by a pumping surcharge it will be itemized on your monthly bill.

Non-Potable Water (untreated)
Commodity charge for non-potable (untreated) water used for non-ag landscape irrigation (acre feet per acre basis) based on evapotranspiration (ET) for each microclimate:

Non-Agricultural Landscape Irrigation - Reclaimed
Monthly Service Charge
The monthly service charge for non-agricultural landscape reclaimed water is based upon the meter size and ranges from $7.50 for a 5/8" or 3/4" meter to $2,514.10 for a 16", 18", 20" Propeller meter.

Commodity charge - Reclaimed Loan Customers (Acre Foot Basis).
These are customers who have received a zero-interest loan from the District to convert from domestic to reclaimed water. The customer continues to pay domestic water rates until the loan is repaid, then reverts to reclaimed rates above.

Multiple Family Dwelling Units
Monthly service charge
The monthly service charge is $10.35 per unit. Multiple family dwelling units with individual meters are billed at the single family dwelling unit rate.

Non-residential Class II (customers who discharge domestic strength wastewater)

Shall apply to all commercial, industrial and institutional users whose consumption is in excess of 10 ccf per month.

Service and Quantity Charge per month:

  • Service charge - $13.80
  • Quantity charge - $1.58/ccf
Shall apply to all commercial, industrial and institutional users whose consumption is in excess of 10 ccf per month.

Service/Quantity/Commodity Charge per month

  • Service charge - $13.80 + $1.40 = $15.20
  • Quantity charge - $1.66/ccf
  • Commodity charge - $0.077/ccf
    • = $1.737/ccf
Portola Hills customers

Service/Quantity/Commodity Charge Per Month:

  • Service Charge - $13.80
  • Quantity Charge - $1.58/ccf

Non-residential Class I
Non-residential and Class II customers who discharge extra-strength wastewater or who discharge or have the potential to discharge constituents subject to federal, state or local discharge limitations are subject to Class I rates and charges.
