Central Orange County Integrated Regional and Coastal Watershed Management Plan

Central Orange County Integrated Regional and Coastal Watershed Management Plan
August 2007

The Central Orange County Integrated Regional and Coastal Watershed Management Plan (IRCWMP) is a comprehensive planning document designed to protect water quality within the Newport Bay/San Diego Creek and Newport Coast Watersheds, including Newport Bay and sensitive coastal regions. These watersheds include land within the cities of Newport Beach, Irvine, Tustin, Costa Mesa, Lake Forest, Santa Ana, Orange, Laguna Hills, Laguna Woods, and unincorporated Orange County.

The IRCWMP has been prepared by local agencies and stakeholders to improve and better coordinate water resource protection efforts. The plan also qualifies for grant funding consideration from the State of California Integrated Regional Water Management Planning process that was set up in Proposition 50, which was passed by California voters in November 2002. This process is designed to coordinate water resource management efforts on a regional level and enable local entities to apply for project funding grants under Proposition 50. Proposition 50 authorized $3.4 billion in general obligation bonds to fund a variety of specified water and wetlands projects and set aside $380 million for IRWMP related grants. Proposition 50 is jointly administered by the California Department of Water Resources and the State Water Resources Control Board.
